On December 11, 2024, Rwanda marked a historic milestone in road safety with the inauguration of Africa’s first-ever Helmet Testing Laboratory, led by the Ministry of Infrastructure (MININFRA) in collaboration with Healthy People Rwanda (HPR) under the Tuwurinde ("Let’s protect the head") initiative.


The lab, based in Kigali, is the result of a strong collaboration between national and international partners, including FIA Foundation, UNECA, UNECE, the UN Road Safety Fund (UNRSF), and the Rwanda Standards Board (RSB). This facility is a game-changer in ensuring that helmets used by motorcycle and moped riders in Rwanda meet rigorous national safety standards — a critical step in protecting riders on the road and reducing preventable deaths.


A life-saving necessity

In Rwanda, motorcycle taxis are a common mode of transport, but they also represent a significant portion of road crash fatalities. According to the World Health Organization, head trauma is the leading cause of death among motorcyclists. Studies show that quality helmets can reduce the risk of death by over six times, and the risk of brain injury by up to 74%.

Through the Tuwurinde initiative, this new testing facility will ensure helmets are not only widely used but also tested, trusted, and life-saving.

At the launch event, key leaders and stakeholders emphasized the lab’s significance, not just for Rwanda, but for the continent.


“The launch of the Helmet Testing Lab underscores our shared commitment to road safety and saving lives,” said Dr. Innocent Nzeyimana, President of Healthy People Rwanda.“None of this would have been possible without the support of the Government of Rwanda, whose political will has been instrumental in driving this initiative forward.”


FIA President Mohammed Ben Sulayem added:“This milestone marks a significant step in advancing motorcycle safety in Rwanda and the broader region. The FIA Foundation has been proud to support Rwanda’s efforts to reduce road traffic injuries and fatalities, particularly those involving motorcycle riders.”


Minister of Infrastructure Dr. Jimmy Gasore stated: “The launch of the Helmet Testing Laboratory is not just the opening of a physical facility; it is the opening of a new chapter in our nation’s efforts to ensure safety, security, and sustainable development.”


And from the community itself, motorcyclist Sadi Bizumuremyi shared a heartfelt and practical perspective:

“We know that wearing quality helmets will reduce the risk of head injuries in crashes. We will be using them properly and encourage other motorcyclists to do the same.”


A Model for Africa

The lab is not only a first for Rwanda, it’s the first in Africa. It sets a precedent for other countries to prioritize helmet quality, empower motorcyclists, and enact lifesaving standards. By investing in this kind of infrastructure, Rwanda is positioning itself as a leader in road safety innovation on the continent.
